The All-Union Chamber of Industry’s division was established in Primorsky Region on 25 April, 1964.
The Primorsk Chamber of Commerce and Industry has made great progress for forty years of its operations, with the lines and scope of its business considerably extended. The Primorsk CCI has evolved from a small branch employing three persons into a large-scale structural unit and has formed a staff displaying a high level of proficiency and inherent discipline.
The Primorsk CCI is a non-governmental and nonprofit institution which unites its members to gain the goals and objectives defined in the federal Law on the Russian Federation’s Chambers of Commerce and Industry and in its Articles of Association.
The Primorsk CCI contributes to the formation and development of socially focused market economy by representing, and acting for the benefit of, national entrepreneurs on both the home and the foreign markets in order to improve the standard of living of the inhabitants in Primorsky Region.
Today the Primorsk CCI’s membership list includes more than one hundred large and small-scale entities of different legal status in respect of their ownership, such as Vladivostok Commercial Sea Port PLC, Far Eastern Shipping Company PLC, RIMSCO Pte Ltd., TURNIF JSC, Dalintorg GUE ARA, Vladivostok State-Owned Department Store PLC, Zarya PLC, Spasskcement PLC, etc. The members of the Chamber are the most reliable partners that may be recommend for cooperation to Russian and foreign associates or investors.
The activities of the Primorsk CCI are aimed at promoting and strengthening interregional cooperation (the Chamber Association of the Far Eastern Federal District) as well as at developing direct ties between Russian institutions and foreign associates. The Chamber has greatly expanded international relations with its partners in the Pacific Asia region.
The emphasis on high-grade service has been the governing principle in the operation of the Primorsk CCI. In August 2003, a certificate was issued to the Primorsk CCI to attest the conformity of its service to the ISO 9001 International Standard.

Organizational Subdivisions
Foreign Economic and Information Department
Foreign Economic and Information Department whose functions are to:
- Enter the information about the members of the Primorsk CCI into the Membership Register of the Chamber of Commerce and Industry of the Russian Federation.
- Render assistance and practical aid to the members of the Primorsk CCI.
- Disseminate information about the Chamber members in and beyond Russia.
- Render information assistance to businesses.
- Provide specific information in respect of particular activities.
- Coordinate the activities of the regional coalition of business associations in accordance with the programme to protect and develop small-scale businesses in Primorsky Region.
- Search and select potential Russian or foreign partners.
- Maintain the Register of Businesses and Businessmen operating in municipal formations of Primorsky Region, which are involved in competitive product procurements for public needs.
- Certify force-majeure circumstances as may be provided in foreign trade transactions or international treaties, as well as by commercial practice and port customs.
- Maintain the non-governmental Register of Reliable Partners.
- Furnish standard contracts.
- Assists in the accreditation of representative offices run by foreign companies and institutions.
- Arrange for the issuance of visas to foreigners.
Expert Examination, Certification and Appraisal Department
Expert Examination, Certification and Appraisal Department whose functions are to:
- Conduct standard operations to control and inspect quality and quantity of goods.
- Arrange for expert examination of goods to determine whether the actual quantity and the quality thereof conform to the quantity stated in the respective shipping documents and to the requirements in the respective contract.
- Administer examinations as to goods origin.
- Examine and appraise real estate, equipment, motor vehicles and inventory holdings; reappraise capital assets of companies; and adjust customs value.
- Attest certificates of goods origin and other documents that relate to foreign economic activities.
- Administer expert evaluation and voluntary certification of food products, fodder and retail service.
- Render advisory service.
Surveying Department
Surveying Department whose functions are to:
- Inspect the condition and safety of cargo fastening with a Certificate of Safe Fastening being issued.
- Determine cargo quantity by draft survey.
- Survey the condition of cargo (with respect to packing and marking).
- Conduct a technical inspection of containers with a report of technical condition being drawn up.
- Survey and inspect container loads with a Certificate of Safe Cargo Stowage in the Container being issued.
Marketing Department
Marketing Department whose functions are to:
- Draw up and implement programmes of international cooperation and exchange in the field of business, education, culture, etc.
- Arrange for exhibitions and fairs in Vladivostok, trade and economic missions to fairs in other regions of the Russian Federation, and trips of business delegations to fairs abroad.
- Provide organizational, technical and image assistance to Russian and foreign exhibitions and fairs.
- Provide business programmes for exhibitions and fairs.
- Arrange for presentations, press conferences, briefings, contests and seminar.
- Maintain public relations.
Translation Centre
Translation Centre whose functions are to:
- Offer the service of official translation in writing of various documents into/from foreign languages such as foreign-trade, customs, banking, legal, constituent, private or technical documents to be presented to government agencies, customs authorities, banks, insurance companies or tax institutions.
- Offer interpreter’s service required to conduct business negotiations, talks or meetings with foreign delegations.
Intellectual Property Centre
Intellectual Property Centre whose functions are to:
- Patent inventions, utility models and industrial designs.
- Register trademarks in Russia or in other countries (including the submission of international applications in accordance with the Madrid Agreement).
- Register computer programmes, databases and integrated-circuit layouts.
- Deposit and register works of literature and art.
- Protect exclusive rights to intellectual property items, and represent copyright holders with the Chamber in respect of patent disputes and with judicial agencies.
- Search for trademarks and product origin denominations registered in the Russian Federation.
- Reserve barcodes with the International Association of Bar Coding, UNISCAN/EAN Russia.
- Draw up licence contracts and agreements of assignment (for the absolute transfer of exclusive rights) to be further registered with the Russian Patent and Trademark Agency.
Arbitration Tribunal
Arbitration Tribunal whose functions are to:
- Secure the competent settlement of economic disputes as may arise in the sphere of civil legal relationship and that are within the jurisdiction of courts of arbitration, except for disputes arising out of administrative relations.
- Provide information and advice in respect of legislative, statutory or legal basis regulating business activities.
- Render advisory service in drawing up draft contracts (agreements).
