Yuri Michailovich Luzhkov – the Moscow City Mayor

Yuri Michailovich Luzhkov was born on September 21, 1936 in Moscow.

He graduated from the Moscow Institute of Oil and Gas named after I.M.Gubkin.
Later Mr. Luzhkov held executive offices in enterprises and organizations of chemical industry.

Since 1987 he is with the Moscow City executive authorities. Yuri Mikhailovich held offices of the first Vice-Chairman of the Moscow Soviet (Council) Executive Committee, the Chairman of the Moscow City Agricultural Committee, the Chairman of the Moscow Soviet (Council) Executive Committee, the Vice-Mayor, the Prime Minister of the Moscow City Government.

In 1992 he superseded G. H. Popov after his resignation from the Moscow City Mayor office.

Mr. Luzhkov was elected the Moscow City Mayor in June 1996 and in December 1999. He was then reelected in 2003.

Yuri Mikhailovich also served as the Deputy of the Moscow City District Soviet (Council), the Deputy of the Moscow City Soviet and the Deputy of the Supreme Soviet (Council) of the Russian Federal Socialist Republic.

The Moscow City Mayor is also a member of the State Presidential Council of the Russian Federation, a Representative of the Russian Federation at the House of Regions of the Congress of Local Regional Administrations of Europe, a member of budget, taxation policy, currency regulation and banking activity Committee of Federation Council.

From the end of 1998 Yuri Mikhailovich Luzhkov is a leader of All-Russian political non-government organization “Otechestvo” (Homeland). For the time being he is also a Co-Chairman in the Supreme Council of All-Russian political party “Edinaya Rossiya” (United Russia).

Mr.Luzhkov is an author of more than 200 printed publications as well as books on social and economical development of Russia. He has also more than 50 patents for inventions.

Yuri Mikhailovich was awarded with Order of Lenin, Order of the Red Banner for Labor, Order "For meritorious service to the Homeland" of I, II and III Degrees, Order of Honor, Medal of “Defender of the Russian Liberty”, Medal "For the strengthening of military concord", Medal "In memory of 850th anniversary of Moscow”, Medal "In memory of 300th anniversary of Saint-Petersburg", he has three Letters of Appreciation of the President of the Russian Federation, and received State Awards of the USSR and the Russian Federation. Yuri Mikhailovich Luzhkov is also an Honourary Constructor and an Honorary Railway Transport Worker of the Russian Federation. The Moscow City Mayor is an Honourary Professor of Russian Academy of Sciences, of Moscow State University, of Academy of Labor and Social Relations, of other Russian and foreign universities as well as an academician in several Russian academies. Yuri Mikhailovich Luzhkov is married. He has four children.

His hobbies are: football, tennis, alpine skiing, horse-riding, bee-keeping.

The Moscow City Government is the supreme executive body of the Moscow City.

The Moscow City Mayor is the supreme official of the Moscow City, heading the Moscow City Government.

Executive authorities of the Moscow City include the Moscow City Government together with brunch, functional and territorial executive bodies.

The Moscow City Mayor, personally or through executive authorities, addresses issues of social and economic development, manages municipal economy and undertakes other administrative and representative functions within his authority.

The Moscow City Mayor issues edicts and directives, imperative within the Moscow City territory and supervises their execution.

Muscovites elect the Moscow City Mayor for the term of four years by general, equal and direct suffrage with secret vote.

Any citizen of the Russian Federation with a right to vote and not younger than 30 years may be elected the Moscow City Mayor.

For the time being, Yuri Mikhailovich Luzhkov is holding the Moscow City Mayor office. He has been elected by Muscovites for the third time.

On July 16, 1996 Yuri Mikhailovich Luzhkov was elected the Moscow City Mayor together with Valeri Pavlinovich Shantsev as the Moscow City Vice – Mayor. They gained considerable advantage (88, 19% of votes obtained) in competition with 3 pairs of other candidates for the office.

On December 19, 1999 Luzhkov and Shantsev won again in tense election campaign among 9 pairs of candidates. They had obtained 69, 9% of Muscovites’ votes which placed them 58, 6 % ahead of the next pair.

On December 7, 2003 four candidates for the office took part in regular Moscow City Mayor elections. Yuri Mikhailovich Luzhkov won again with considerable advantage over competitors and with a total of 74, 81% of votes.

The Moscow City Government is a supreme standing collegiate executive body with general authority. It provides for coordinated performance of other Moscow City executive bodies.

Organizational and operational issues of the Moscow City Government are regulated by the Moscow City Law, adopted by the Moscow City Duma (Council) following the proposal of the Moscow City Mayor.

The Moscow City Government is empowered to solve all issues of state administration, which are under competence of executive authorities of the Moscow City as the Russian Federation region except issues, placed under competence of federal executive authorities and the Moscow City Mayor by the federal and the Moscow City legislation.

The Moscow City executive authorities include brunch and functional executive bodies subordinate to the Moscow City Government. They undertake administrative and representative functions in determined fields and sectors of the Moscow City activity. City administration Complexes may be created to coordinate performance of executive bodies, subordinate to the Moscow City Government.
