Irina earned from the Moscow State University a degree in "world economy" then later in 1987 received the designation Ph.D. She has also received training at the Academy of National Economy in Moscow, Russia; Training in the Ministry of small business of Japan in Tokyo, Japan; Training in the Ministry of Economics of Germany in Bonn, Germany; Training in the City of London Municipal Government, Great Britain, and Training under The Program of European Community "Business for Russia" in Cincinnati, Ohio, USA.

Irina is experienced at top levels of international relations, Media-relations, Small Business Development, International Business Development, Regional, State, Federal governments.

Irina was born and raised in Moscow, Russia. She now resides in Calgary
